* PUBLIC INFORMATION *
Today, on September 30, 2017, the CCM have concluded their Party Forums for the General Assembly of all Tanzanians and have heard the statements of the CCM Ethics Secretary and Prosecutor in defense of the act and say it is lawful and not violating any law or principle.
In addition to its meeting with journalists today, the CCM has been quoted as saying Mayors or Councilors of their councils are not of those councils but the directors are the authorities and the councils.
Such statements may be issued by a minority who does not understand the Code or Code of Ethics governing the 2007 Political Parties and the Law enforcement of the 1982 councils.
* About holding CCM MEETING AT THE WHITEHOUSE; *
The Code of Conduct of Political Parties in 2007, third part of Article 5 (1) (i) states that any political party is responsible for "avoiding the exercise of authority, state resources, organs or state, political or financial entities. external or domestically in any way to suppress another party ".
So the CCM act of using the Palace to hold its sessions is to violate this section of the ethical principles of political parties and is in direct conflict with the system's operating system in a multi-party state.
And if the CCM will continue to mislead that they have served for the House forums because it is a residence of the President, it is equally justified to say that it is right for everyone whose residence is within the work area such as the Chief Medical Officer and the other to perform clan or wedding sessions inside the hospital because that's where his residence is!
In addition, if they paid for the hall and the cost of food as they said, we want the House now to open the order that CHADEMA can follow so that we can find the venue for one of our sessions. Although CHADEMA does not believe that our country's capital may have been concluded by doing business trading lease meetings!
However, we want the CCM to put in place public paintings and food and drinks to prove their statements are true!
* About Mayors and Council Officials; *
As the Council is the property of directors, it is one of the most remarkable statements that have been made in this century since, in accordance with the Constitution of the Republic, Articles 145 and 146 of the Constitution made it clear that these are civil instruments and will be conducted by citizens either by one or a representative. Who now does the director represent? Or Pole Poor do not know the meaning of representation?
Mayors are elected councilors and citizens and they meet the reputation of becoming representatives of citizens who should run and manage councils on behalf of the people.
Second, the law enforcement of the Local Government Authorities of 1982 recognizes that councils are under the Council of the Councilors and are the chief executive and decision makers on behalf of the people in the operation of their councils.
The director is a member of the Council of Deputies and Mayor or the Chairman of the Council is his principal (boss) in accordance with this Act. Do not slowly ignore the existence of this law?
In addition to the slow interpretation it is fair to say that Parliament is under the Secretary of Parliament and not a Speaker! Or It's right to say that the House is under the Secretary-General and not the President! Something that is not really true.
We want the CCM to recognize that they are a political party like anything else. They are not about the country's operational procedures, including the Constitution and the Law. They are responsible for obeying the Code of Conduct of Political Parties in 2007.
